The Heliopolis City Stars Project is located in the Nasr City district of central Cairo, Egypt. As the first urban mixed-use development project in the Middle East and Africa, it covers a total area of 750,000 square meters, encompassing three international hotels, a large shopping and entertainment center, a medical center, and eight office and residential buildings. This high-end urban complex integrates hotel, retail, and entertainment functions. As a concrete practice under the Belt and Road Initiative, the InterContinental Hotel renovation project undertaken by the 16th Construction Company of China National Chemical Engineering Group addresses the pressing need for facility upgrades since the complex was first built in the 1990s.
The project has secured contracts for packages A2/F2 and InterContinental Hotel Packages 2+3, with a total contract value of USD 22 million and a contract duration of 28 months. The scope of work encompasses structural modification, mechanical and electrical system upgrades, interior finishing, as well as furniture, fixtures, and equipment (FF&E) works, representing a comprehensive renovation effort. Beyond the physical hardware upgrades, the project integrates advanced Chinese construction concepts and technical standards, effectively promoting “soft connectivity” and deep cultural exchange between China and Egypt in the realm of engineering rules and standards.
During the construction period, the project generated a substantial number of local employment opportunities and provided valuable vocational training and career development platforms for Egyptian youth, fully embodying the localization strategy of delivering tangible benefits to the local community. The successful implementation of this project has significantly enhanced the reputation of Chinese enterprises in Egypt’s high-end commercial complex renovation sector, serving as a model of pragmatic cooperation and mutual benefit between China and Egypt.
